0 as 10 in matka pana

In a valid pana the digits are in increasing order, and the digit 0 is treated as 10, the highest value. So 190 is valid, because 1 is less than 9 and 9 is less than 10. 550 is also valid for the same reason.

A number such as 109 is not a valid pana, because 0 would have to come before 1 in the order. The rule is used to check panels on the chart.
